Vietnam Unveils National Blockchain Strategy, Targets Regional Leadership by 2030

Vietnam has officially launched its National Blockchain Strategy, marking a significant move to position itself as Asia’s blockchain technology hub. The strategy, signed by Deputy Prime Minister Ho Duc Phoc on October 22, 2024, outlines an ambitious roadmap for blockchain development through 2030.

The comprehensive plan sets several key objectives, including the establishment of 20 regionally competitive blockchain brands and the development of at least three blockchain testing centers in major cities. These centers will form part of a national blockchain network designed to foster innovation and ensure security in the sector.

“Vietnam will become a leading country in the region and have an international position in researching, deploying, applying and exploiting blockchain technology,” states the official strategy document, which recognizes blockchain as a crucial component of the Fourth Industrial Revolution.

The initiative is structured around five strategic pillars:

  • Legal framework enhancement
  • Infrastructure development
  • Human resource cultivation
  • Blockchain application promotion
  • Research and international cooperation advancement

Phan Duc Trung, Permanent Vice President of the Vietnam Blockchain Association, described the strategy as “an important milestone in the blockchain field,” emphasizing the government’s commitment to building a transparent, safe, and sustainable digital economy.

Notably, the strategy includes provisions for digital asset regulation, aligning with Vietnam’s efforts to combat financial crimes and remove itself from the Financial Action Task Force (FATF) grey list. Digital assets will be recognized as intangible assets protected under civil law and intellectual property regulations.

This strategic initiative comes as Vietnam maintains its position as one of the top five countries globally for crypto adoption, according to recent data. The government aims to have Vietnamese institutions ranked among Asia’s top 10 for blockchain research and training by 2030, demonstrating its commitment to developing both technological infrastructure and human capital in the blockchain sector.

Implementation of the strategy will be overseen by various government bodies, including the Ministry of Information and Communications, with the Vietnam Blockchain Association playing a crucial role in promoting the “Blockchain Made in Vietnam” brand and facilitating industry collaboration.
